This is a pretty application dependant, but in general most applications allow for some adjustment in a number of different ways... First try a save as and see if there are any options on the box that pops up regarding size or resolution. Second just poke around in the pull down menus for edit or image or crop options that will allow for resizing. Finally, if all else fails just google it with a search like "resize image online", which should turn up a number of online image processing options including http://www.resize2mail.com/
